A foaming cleanser gets its foam from detergents, which is also where the tight feeling afterwards comes from. There aren't any here. That's a thing you can verify rather than take our word for.

It doesn't foam. Is it actually cleaning?
Yes. Foam comes from detergents, and there aren't any in this, which you can check on the list above. The squeaky-clean feeling most of us grew up treating as proof is your barrier being stripped, not dirt being removed. This lifts the same things and leaves your face feeling like skin rather than like a clean plate.
Will an oil-based cleanser break me out?
It rinses off, which is the part that matters. This isn't an oil you leave on, it's a milk you massage in and wash away with lukewarm water. If you've had trouble with cleansing oils before, it was usually one that didn't emulsify properly and stayed put.
Is this right for my skin?
Probably, unless your skin is currently very dry or actually damaged. If it's flaking, red or feels tight before you've washed it, the honest advice is to skip cleansers for now and use a plain oil instead. Come back to this when your barrier has settled. It'll still be here.
